Tenderer shall meet the following Criteria and documents: 1. Tenderer must have at least 10 years of general experience in the supply, installation and commissioning of nationwide ISP service as Prime Contractor or Subcontractor or Management Contractor from the date of publication of RFB. [Proof: (i) Certificate of Incorporation /Registration of the Firm / Registered Deed of Partnership / Registration of Sole Proprietorship, (ii) Nationwide-ISP license from BTRC and (iii) Work Completion Certificate of minimum 10 years back. Documents will be verified with concerned organization / authority during evaluation of the tenders.] 2. Tenderer must have at least 02 (two) contracts of providing similar nature of work (Internet Bandwidth / Data Connectivity / Internet Connectivity) of value minimum Tk. 3.50 Crore (BDT Three Crore and Fifty Lac) in any Government / Semi-Government / Autonomous Organizations and/or Reputed Private Organizations within last 05 (five) years. [Proof: Tenderer must submit the Work Completion Letter or Evidence of Payment provided by their concerned Client(s) where such payments substantiated by bank statement are only accepted. This evidence will be verified with concerned organization/ authority during evaluation of the tenders.) 3. Tenderer must have minimum one contract with Government / Semi-Government / Autonomous Organizations of minimum 500 mbps (Internet Bandwidth / Data Connectivity / Internet Connectivity) in last 03 years. [Proof: Tenderer must submit the Contract Agreement which will be verified with concerned organization/ authority during evaluation of the tenders.] 4. Tenderer must have contracts with Government / Semi-Government / Autonomous Organizations and/or Reputed Private Organizations of minimum 10 mbps Internet Bandwidth / Data Connectivity / Internet Connectivity in last 03 years at minimum 25 districts in Bangladesh. Tenderer must have network coverage in all 08 divisions of Bangladesh with their own at least 50 POPs and own 20 offices outside Dhaka. Tenderer must have agreements with minimum 03 NTTN (Nationwide Telecommunication Transmission Network) [Proof: Demand note/ certificate from respective authority.] 10. The minimum required annual volume of services for Tenderer in any of the last five years shall be: BDT 4.50 Crore (Taka Four Crore and 50 Lac) 11. The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Tenderer shall be: Minimum BDT 1.50 Crore (Taka One Crore and Fifty Lac) [Proof: Liquid asset must be supported by Letter of Commitment of Bank’s undertaking for Line of Credit / Bank Statement which must be in between date of publication of IFT and date of submission of the Tender.] 12. Tenderer must submit either Manufacturer Authorization Letter issued by OEM or authorization letter by Authorized Partner / Distributor of OEM for Laptop and Router. The Authorized Partner / Distributor should have Manufacturer Authorization Letter issued by OEM. Tenderer must maintain 24/7 service support with voice and SMS notification [Proof: Tenderer must submit letter of commitment declaring 24/7 service support to be provided by tenderer.] 14. Subcontractors’ experience and resources shall not be taken into account in determining Tenderer’s compliance with the eligibility criteria. 15.The tenderer shall quote the price for goods items sl.no. 1 to 14 and monthly service bill separately. The sub total quoted price for sl. no. 1 to 14 shall not exceed 35% of the total offered price.
